What is Miles O Brien’s rank?

At the end of Deep Space Nine, O’Brien and his family depart the station to move back to Earth, where he is to serve as an engineering professor at Starfleet Academy. O’Brien is briefly mentioned in Star Trek: Lower Decks as the most important person in Starfleet history during a brief cutaway to the far future.My understanding is that O’Brien enlisted to help fight in the Cardassian war, and continued with starfleet service after the conflict was over. His rank on Enterprise-D was Chief Petty Officer, while on DS9 he was Senior Chief Petty Officer.At the end of DS9, the O’Briens left the station for a new life on Earth, where the Chief would teach at Starfleet Academy. It was the perfect ending for a family man like Miles O’Brien, so throwing him back into the thick of the action would surely jeopardize his peaceful new life.Why is Chief O’Brien a lieutenant in TNG and a petty officer in DS9? O’Brien is not a Lieutenant, he is what the U. Did O’Brien go to Starfleet Academy?
O’Brien didn’t go because he’s the one enlisted person in all of Starfleet. Everyone else goes to the Academy but one guy who’s singled out to be Starfleets sole NCO. Well at the end of DS9 , O’Brien was going to teach engineering at Star Fleet Academy . O’Brien was never demoted. His character was just not originally intended to be anything more than a one-off nobody, so they didn’t put any real thought into what his rank and position should be.
